IDEM holding public hearing on Jaewon air quality permit

The Indiana Department of Environmental Management (IDEM) will hold a public meeting to discuss air permitting for JWA CO., LTD on Thursday, April 10, 2025, at 6:00 p.m., and ending either at 9:00 p.m. or when all comments have been heard, whichever comes first.

The hearing will take place at Ivy Tech Community College Kokomo, Health Professions Center-Hingst Hall (Enter Door #1), 1901 E. Morgan St. Feedback also will be accepted online by visiting on.IN.gov/survey.

IDEM has received an application from JWA CO., LTD, 1679 East Sparks Road, Kokomo, for a significant modification of its Administrative Part 70 Operating Permit issued on February 20, 2024. IDEM's Office of Air Quality (OAQ) issues this type of permit to regulate the operation of existing sources and modifications at existing sources that release air pollutants.

On February 20, 2025, the Office of Air Quality (OAQ) posted a notice on IDEM's website (https://www.in.gov/idem/public-notices/) stating that the draft Significant Source Modification No.: 067-48511 00096 and Significant Permit Modification No.: 067-48550-00096 for JWA CO., LTD had been proposed for this operation and provided information on how the public could review the proposed permit and other documentation.

Due to several comments received by IDEM from interested parties, a public meeting will be held on April 10, 2025, to discuss air permitting for JWA CO., LTD.IDEM staff will describe the draft JWA CO., LTD air permit and answer questions from citizens in an informal setting.

The public meeting will not include formal presentations but will give the public an opportunity to submit written comments, ask questions, and discuss air pollution concerns with IDEM staff.

Written comments and supporting documentation can be presented at the public meeting, or if you do not plan to attend this meeting, you can send written comments to IDEM before the end of the public notice period.



The public notice period will end on Monday, April 14, 2025. All comments will be considered by IDEM when it makes a decision to issue or deny the permit. Comments that are most likely to affect final permit decisions are those based on the rules and laws governing this permitting process (326 IAC 2), air quality issues, and technical issues.

Following the end of the public comment period, IDEM will issue a Notice of Decision, stating whether the permit has been issued or denied. If the permit is issued, it may be different than the draft permit because of comments that were received during the public comment period.

If comments are received during the public notice period, the final decision will include a document that summarizes the comments and IDEM's response to those comments. If you submit comments or ask to be added to the mailing list, you will receive a Notice of the Decision. The notice will provide details on how you may appeal IDEM's decision if you disagree with it.

A copy of the permit application and IDEM's preliminary findings have been sent to the Kokomo-Howard County Public Library, 220 North Union Street, Kokomo. A copy of the preliminary findings is available online at http://www.in.gov/ai/appfiles/idem-caats/.

Once you have accessed VFC, you will then have the option to search for source related documents using a variety of criteria.

To find documents related to this air permit, click on "Advanced Search," specify "OAQ" in the Program search field, specify the five-digit permit number "48511" or "48550" in the Permit# search field, then click the Search button at the top or bottom of the webpage.

The final decision will also be available on the Internet at the addresses indicated above and will also be sent to the local library indicated above.

IDEM does not have legal authority to regulate zoning, odor, or noise. For such issues, please contact your local officials.
