In September 2024, a Howard County Sheriff’s Office investigator assigned to assist with the Indiana Internet Crimes against Children (ICAC) Task Force conducted an investigation related to possession of child pornography.

On Sept. 20, investigators from the Howard County Sheriff’s Office Task Force Unit and a Kokomo Police Department detective conducted a search warrant at the residence of 72-year-old Charles Chilcott of Kokomo. During the search, investigators discovered a computer and hard drive containing thousands of images of child pornography from the ages of infants to teenage children.

As a result of this investigation, Chilcott was arrested and charged with 10 counts of Possession of Child Pornography, a Level 5 felony. Chilcott is currently being held at the Howard County Criminal Justice Center.

4C Health relocates inpatient psychiatric services to Peru

4C Health is excited to announce the relocation of its Inpatient Psychiatric Unit and Psychiatric Urgent Care services from Logansport to a new, state-of-the-art facility in Peru, Indiana. The opening, which is set to take effect on Mon., Sept. 30, reflects 4C’s continued commitment to expanding and enhancing mental health services to meet the growing needs of the local communities.



The new facility in Peru will offer the same high level of care and treatment that 4C Health is known for, while providing expanded space, advanced technology, and an improved therapeutic environment for patients. With this relocation, 4C Health will be able to better serve individuals in need of immediate psychiatric care and those requiring inpatient mental health treatment.

Psychiatric Urgent Care will continue to offer immediate care for those experiencing a mental health crisis, with expanded hours and resources. The facility will maintain its dedicated inpatient psychiatric unit for individuals requiring intensive treatment and stabilization.
